After thorough consideration of the language of the "Burns Rider," BLM has concluded that it is not permitted by law to place any contractual restrictions on any persons or entities who may wish to purchase horses under the Burns sale authority requirements. As a result, BLM is seeking out qualified groups and entities who would be willing to take the sale authority horses for purposes other than resale for profit.

BLM has advised the AOWHA that the minimum price for sale authority horses will be $75.00 per head.
Legitimate non-profit groups and other approved entities who wish to acquire multiple horses for purposes of placing them with adopters or for service projects, educational programs and similar activities of public benefit, can apply for a reduction in the per-head purchase price.
BLM has made it clear that applicants requesting multiple horses at reduced prices will be screened to ensure that such reductions are not made to benefit schemes designed to generate a quick profit for any private parties.

Webmaster's Note: BLM's actions to date strongly suggest that the agency is making a visible effort to sell as many sale authority horses as they can to groups and entities that would place these animals with adopters or put them to beneficial use. Pending passage of H.R. 297, it will be to a great degree up to the various wild horse and burro interest groups to find appropriate homes and projects for these animals. Please bear in mind that horses passed up at adoptions and older horses are not inherently unadoptable, as demonstrated in the features below:
